CIWM Report 2012 - Professional Perspectives on Waste and Resource Management
John has been actively involved in the waste industry for over 30 years.
He joined the City of Wakefield Metropolitan District Council in 1980 as a Technical Officer and was rapidly promoted, becoming Cleansing Services Manager in 1991. John held numerous positions at Wakefield before moving to East Riding of Yorkshire Council in 2007 as Head of Streetscene Services.
John is responsible for:
• Environmental Services - waste services, recycling, grounds maintenance, parks and open spaces, street cleansing and allied services.
• Highway Maintenance Services - highway operations, Area Engineers, highway safety inspections, surface dressing, environmental enforcement and village task force service.
• Highway Technical Services - street lighting, traffic lights, lighting, traffic and parking, winter services, highway management of the network and allied services.
John was elected to the Institution as a corporate member in 1985, joined the North East Centre Council 15 years ago, has held the position of Honorary Centre Secretary for 13 years, is a member of the Scientific and Technical Committee and has been actively involved in the Institution's work, both internally and externally with other waste industry partners.
In his spare time, John is a keen golfer, family man and is involved with charity work.
David has worked in the waste management industry for thirty-two years, a Member of the Institution since 1990, Chairman of the East Anglian Centre 1995/97, a member of the General Council 1996/2010 and continues as Director of IWMBS.
He has worked in senior positions of responsibility since 1990, first as Norfolk County Council's Waste Disposal Officer then as MD of Norfolk Environmental Waste Services Ltd (NEWS), 1993/2009 and now as MD of the North London Waste Authority.
David was a Director of the Environmental Services Association for nine years until 2009 and a Director of Energy & Utility Skills, the Sector Skills Council of the Electricity, Gas, Water & Waste sectors, from its formation until 2009; he remains a member of the Waste Industry Skills Initiative.
David's achievements include: the setting up of NEWS in 2003, the introduction of green-waste composting in Norfolk in 1995, the development of one of the first high-throughput Materials Recycling Facilities in the UK in 2004 and the Company's leading role in converting Norfolk to a 'twin-bin' system from 2004 with the associated improvement in recycling.
Key matters for David in the future are: timely investment in appropriate facilities, maintaining good competition and advancing skills & education.
John Quinn is a Chartered Civil Engineer and Environmentalist who, after a period in the Private Sector, started his Local Government career in 1980 at Castlereagh Borough Council. He moved to Antrim Borough Council in 1988, initially as Chief Technical Officer and latterly as Director of Environmental Services.
He left Antrim to take up the full-time position of Chief Executive of arc21, a collaboration of 11 Councils in the Eastern Region of Northern Ireland (NI), which has come together to implement its Waste Management Plan. It is the first legally constituted Local Government Organisation of its type in the UK. He was previously Chair and Lead Council representative of the Steering Group of arc21.
He has also held office in the local Institution of Civil Engineers, Association of Municipal Engineers, Technical Advisers Group (TAG), and was a founder member, inaugural NI Secretary and first NI National Secretary of ADLO (the predecessor to APSE). He is a Fellow of the Chartered Institution of Wastes Management (CIWM) and a General Council Member, and Chair of the CIWM NI Centre Council. He has recently become Junior Vice President Elect of CIWM and will take up the post in October 2012.
Amongst other honorary positions, he is currently a Member of the NI Waste Programme Board, formally the Strategic Waste Board, tasked with Strategy delivery. He also served as Vice-Chair of the Waste Management Advisory Board, which advised on Strategy Formulation and Review. He is also a member of the Waste Infrastructure Programme Board and the Senior Responsible Officer for all arc21 projects including the current multi-million Residual Waste Treatment project.
